I have the honour to inform you that
Brigadier-General H. T. Allen, of the United States' Army,
and at present filling the post of Chief of Constabulary in
the Philippines, recently visited this Colony and on behalf
of the Government of the Philippines made representations to
me on the subject of the action in Hongkong of a Filipino Junta,
whose avowed object is to make a revolutionary movement in the
Philippines.
2.
General Allen asked that this Government
would deny the members of the Junta the hospitality of this
Colony and intimated that his Government would be grateful for
such assistance. I enclose for your information copy of a letter
from General Allen whom I asked for particulars, and of the
more important enclosures to the same having a bearing on the
actions of the members of the Junta in Hongkong. I also enclose
particulars concerning the persons whose names appear in the
correspondence furnished by the Police Department.
3.
I have consulted the Executive Council in
this matter. With the exception of the Attorney-General who
